and controlling function in the research work of a certain region. The research
institutions: Poltava, Mlyevskaya, Czartorysk and other agricultural research stations
developed and achieved significant achievements thanks to the initiative of researchers,
mostly without any support, and their performance has become universally recognized.
The researcher substantiated that the regional organizations had certain disadvantages of
the methodological nature. Taking into account the low level of material support and the
growing demands of the socio-economic situation they did not contribute not only to the
fulfillment but also to the definition of research tasks and led to a more rational and
progressive structure of the research case, first of all, an institutionalized form of its
conduct.
It was important to achieve maximize the overall profitability of farms based
on results of a comprehensive study of the natural features of each region.
The
prominent scientists engaged in questions of the natural-historical zoning of the territory
of Ukraine in the interests of agriculture: P.A. Tutkovsky, B.L. Lichkov, G.G. Makhov,
B.M. Rozhestvensky and others. The division of Ukraine into the natural and climatic
zones and today underlies the definition of priority directions of development of the
agro-industrial complex and its scientific support.
As the analysis showed, in 1929–1933 in the USSR and, accordingly, in the
Ukrainian SSR, there were economic reforms that completed the process of limiting
market relations and led to the formation of an economic system based on command
and administrative methods of managing the national economy.
The process of
nationalizing science accompanied by the discussions between the authorities and
scholars on the forms and methods of organizing the scientific provision of the
agricultural sector. The results of the expanded discussion in the press were the
formation the several major redevelopment projects of the scientific and research case.
The most significant content among them was the project of the Ukrainian SSR
People’s Commissariat of Land Affairs. It expected the establishment: all-republican
institutes (organizations and economics of socialist agriculture; genetics and selection;
mechanization and electrification; soil science; land reclamation; applied botany;
forestry; scientific and practical veterinary; agriculture; livestock; agricultural
meteorology; plant protection; fertilization; fish economy); all-Union special institutes
